Newfoundland and Labrador Provincial Nominee Program (NLPNP)
Overview
Newfoundland and Labrador, home to the Gander International Airport, has its own provincial nominee program. It is called the Newfoundland and Labrador Provincial Nominee Program (NLPNP). The NLPNP was one of the first provinces to launch a Provincial Nominee Program, launching it in the year 1999.
The purpose of the NLPNP is to help facilitate immigration for individuals with the skills, education and/or experience to positively contribute to the province’s economy. The pathways under the NLPNP target skilled workers, entrepreneurs and international graduates. Applicants must intend to settle in Newfoundland and Labrador.
Altogether, there are five separate categories under the NLPNP. One of those categories are enhanced, while the rest of them are base categories. Enhanced means that one category is linked with the Express Entry system, while the other four are base categories, which are not linked to Express Entry.
Categories under NLPNP
The five categories under the NLPNP are:
· NLPNP – Express Entry Skilled Worker
· NLPNP Skilled Worker (Non-Express Entry)
· NLPNP International Graduate
· NLPNP International Entrepreneur
· NLPNP International Graduate Entrepreneur
NLPNP Express Entry Skilled Worker
The Express Entry Skilled Worker stream attracts skilled workers who have an Express Entry profile and a job offer for a job in TEER categories 0, 1, 2, or 3, that is a minimum of 30 hours per week for the applicant. The duration of the job offer must be at least 1 year (twelve months) and the employer must have a valid Job Vacancy Assessment from a Labour Market Development Officer in Newfoundland and Labrador.
The list of requirements to qualify are:
· Active Express Entry profile
· Applicant must have a full-time job or a job offer from a Newfoundland and Labrador employer in TEER 0, 1, 2, or 3 (job offer must be at least 1 year/12 months in duration)
· Possess the qualifications, training, skills, and/or accreditation that is required for the occupation
· Meet all NOC code employment requirements
· Show valid immigration status if residing in Canada
· Intention to reside in Newfoundland and Labrador
· Prove settlement Funds
· Canadian post-secondary degree or diploma, or valid ECA education outside Canada
· Meet language requirements
· Meet the points Assessment for the NLPNP Point Assessment Grid – minimum 67 points
· If applicant is using a representative, ensure the representative is licensed/ registered
If applicants are sent a notification of interest under Express Entry, they then submit their application on the province’s webpage. If nominated by the province, they receive additional CRS points in Express Entry, which will get them an invitation to apply for permanent residency, through the Express Entry system.
NLPNP Skilled Worker (Non-Express Entry)
The NLPNP Skilled Worker (Non-Express Entry) targets skilled workers with a full-time job offer from a Newfoundland and Labrador employer.
More requirements below:
· Applicant must have a full-time job or a job offer from a Newfoundland and Labrador employer in TEER 0, 1, 2, or 3 (job offer must be at least 1 year/12 months in duration)
· Possess the qualifications, training, skills, and/or accreditation that is required for the occupation
· Meet all NOC code employment requirements
· Show valid immigration status if residing in Canada
· Intention to reside in Newfoundland and Labrador
· Prove settlement Funds
· Canadian post-secondary degree or diploma, or valid ECA education outside Canada
· Meet language requirements
· Meet the points Assessment for the NLPNP Point Assessment Grid – minimum 67 points
· If applicant is using a representative, ensure the representative is licensed/ registered
Applicants can apply directly to the government of Newfoundland and Labrador, there is no Express Entry profile requirement for this pathway. If nominated by the province, applicants would apply directly for permanent residence to the federal department, IRCC.
NLPNP International Graduate Category
The International Graduate Category pathway is for applicants who possess a valid post-graduation work permit (PGWP) and have a job or job offer from a Newfoundland and Labrador employer.
The list of requirements for this pathway, include:
· At least 4 months of validity remaining on PGWP at time of application for the NLPNP
· Full time job/ job offer in a TEER level 0, 1, 2, or 3 occupations, or TEER 4 (in-demand) occupation
· The duration of job offer needs to be at least 1 year (12 months)
· Job-offer needs to be from an eligible employer
· Job-offer must meet salary/wage requirements and employment standards
· Applicant needs to be between 21-59 years of age
· Applicant needs to meet the minimum qualifications for the job (training, skills and/or accreditation)
· Have the intent and ability to settle in Newfoundland and Labrador
· Meet settlement funds requirements
· Meet the minimum language requirements
Applicants can apply directly to the government of Newfoundland and Labrador. If nominated by the province, applicants would apply directly for permanent residence to the federal department, IRCC.
International Entrepreneur Category
The International Entrepreneur Category pathway targets foreign nationals who have the intent and ability to settle in Newfoundland and Labrador who are looking to start, co-manage or purchase a business in the province. As apart of this pathway, applicants are required to operate the business for one year on a Temporary Work Permit, before they can apply for a nomination from the province.
The list of requirements for this pathway, include:
· Applicant needs to be between the ages of 21-59
· Submission of business plan with supporting financials, verified by a recognized third-party professional
· Meet minimum language requirements, CLB 5
· At least $600,000 CAD in unencumbered net business and personal assets, readily available
· Must be able to invest a minimum of $200,000 to establish the business
· Minimum ownership of 33.3 percent of business, or $1 million in equity investment
· Show ability to create at least one full-time equivalent job for locals
· Business needs to be a for-profit entity, through the sale of goods and/or services
· Minimum 2 years of experience actively managing and owning a business in the last 5 years or minimum of 5 years or more experience as a senior business manager in the last 10 years
Applicants under this pathway can submit an Expression of Interest (EOI) to the government of Newfoundland and Labrador. If selected, receive an invitation to apply for nomination from the province.
NLPNP International Graduate Entrepreneur
The NLPNP International Graduate Entrepreneur pathway targets applicants who graduated from a Newfoundland and Labrador post-secondary institution and want to establish, co-own or run a business in the province. Applicants must intent to reside and settle in Newfoundland and Labrador.
The list of requirements for this pathway, include:
· Applicant needs to be at least 21 years of age
· Submission of business plan with supporting financials, verified by a recognized third-party professional
· The completion of a degree or diploma that is at least 2 years in duration, and consisted of full-time, in person study at Memorial University or the College of the North Atlantic
· Degree or Diploma needs to have been completed within two years of submitting Expression of Interest
· Be on a valid post-graduate work permit
· Intend to live permanently in Newfoundland and Labrador, while owning and actively managing the business
· Applicant must have at least one year of experience managing the current business, where they held at least 33.3% of ownership in the province of Newfoundland and Labrador
· Business needs to be a for-profit entity, through the sale of goods and/or services
· Minimum language requirement, CLB 7
