The Temporary Foreign Worker Program (TFWP) is a program that was introduced to allow Canadian employers to hire foreign workers to fill temporary jobs that the employer is unable to fill with qualified Canadians. For an employer to be able to hire a foreign worker through the TFWP they must go through the Labour Market Impact Assessment (LMIA) process.
Employment and Social Development Canada (ESDC) conduct the Labour Market Impact Assessments to decide whether to allow the employer to hire a foreign worker. The applications are assessed on a case-by-base basis and the factors for assessments include things such as the occupation, the employer's recruitment and advertisement efforts, wages, and working conditions, labour shortages and the transfer of skills and knowledge to Canadians.
If an employer receives a neutral or positive decision, the LMIA is then approved. The next step would be for the foreign workers - work permit application submisison to the Immigration, Refugees, and Citizenship Canada (IRCC).
The International Mobility Program (IMP) allows employers to hire foreign talent, without the need for a Labour Market Impact Assessment (LMIA). This can help avoid lengthy processing times. There are a number of different streams through the IMP.
