Brief Outline:
The process of obtaining Global Case Management System (GCMS) notes is done to obtain detailed information on an immigration application. They can be in relation to permanent residence applications (Provincial Nominee Program, Family Sponsorship, Express Entry, etc.) or temporary residence applications like study permits, work permits, and visitor visas.
GCMS notes are obtained by submitting an Access to Information and Privacy (ATIP) request.
What is the GCMS system?
The Global Case Management System (GCMS) is the Immigration, Refugees and Citizenship Canada’s (IRCC) internal system used to store information when processing applications. Moreover, the GCMS system is also used by the Canada Border Services Agency (CBSA). The CBSA uses the system when managing and assessing applications.
What information can I get on a GCMS notes request?
Global Case Management System (GCMS) notes can provide a variety of information such as details regarding an application (for example date received, date opened, the immigration officer assigned to the application, the application status and reasons for the status, etc.), information provided by a third-party representative to the IRCC, and/or information that has been gathered by the IRCC regarding the applicant.
When can I apply for GCMS notes?
If an application status has passed the R-10 completeness stage, then it is safe to apply for GCMS notes. Please note, there is no guarantee that the information you are looking for will be on the notes.
Can anyone apply for GCMS notes?
If you’re looking to apply for GCMS notes, you’d need to make an Access to Information and Privacy (ATIP) request. This is made under the Access to Information Act. Only Canadian Citizens, permanent residents of Canada, or individuals or corporations currently in Canada, are authorized to make this type of request.
For those who do not fall under the above criteria above, you can fill out a Consent for an Access to Information and Personal Information Request form (IMM 5744) and assign a representative who is either a Canadian Citizen, permanent resident, or corporation in Canada to obtain the GCMS notes on your behalf.
What is the processing time for GCMS notes?
Under the Access to Information and Privacy Act, the Immigration, Refugees and Citizenship Canada (IRCC) department is required to respond to ATIP requests within 30 days of receiving the official request.
Please note, the processing time can go over the 30-day period for specific reasons,
such as the request requiring a large number of files, or more time being required for translation
reasons, etc.
How do I apply for GCMS notes?
Applicants can apply online or by mail and will need their Unique Client Identifier (UCI) number and make the request online or by mail. Proof of status is also required (proof of Canadian Citizenship, permanent residence, or temporary status). A credit card is required for payment as well.
